The European Commission's Reflection Group on digitisation launched an open consultation on how best to foster the online presence of cultural heritage. The Commission has asked the Reflection Group to look at how best to speed up the digitisation, online accessibility and preservation of cultural works across Europe.
Contributions to this consultation will feed into the recommendations the Group will make before the end of the year. The consultation will run until 30 September 2010.

Along with the Commission's report an accompanying working document entitled 'progress towards shared goals' was published. While the report focuses on the implementation of the Agenda's objectives through national level actions, the Open Method of Coordination, and the structured dialogue, the second document is dedicated to a detailed analysis of the European Commission direct or indirect initiatives concerning culture in a broad range of policies.

NEMO has endorsed Europa Nostra's reaction on EU's Green Paper "Unlocking the potential of cultural and creative industries", which was sent to the European Commission last week.
The objective of the consultation was to gather views on issues impacting the cultural and creative industries in Europe. The responses to the consultation will inform the Commission and help it ensure that EU programmes and policies involving cultural and creative industries are "fit for purpose".

1. mobility of culture professionals
2. cultural and creative industries
3. synergies between culture and education
4. museum activities
5. Eurostat ESSnet-culture
The group's work is feeding into Member State discussion of the next Workplan from 2011.

E= MU2 is a policy analysis group created by members from the European Network of Cultural Administration Training Centres, ENCATC, and is financed by the European Union under the Culture Programme. This European consortium began its activities in May 2010 and aims to show how museums and galleries can contribute to local development, the benefits derived from relationships between museums and municipalities, and shed light on existing partnerships. Taking a closer look at the different ways in which museums contribute to the development of their territory, the policy analysis group’s approach will focus on the nature and implementation of the different institutional and financial mechanisms that could be achieved (contributions, partnerships, governance…).
Coordinated by the University of Paris I Panthéon-Sorbonne and the Louvre, E= MU2 is relying on the unique experiences of the Manchester Museum (the University of Manchester), the City of Split and the ENCATC network. In the long term, this policy analysis group aspires to become a meeting place for research and discussion between European museums and galleries, municipalities and regions.
The survey is designed to reach as many European museums and municipalities as possible who are concerned by this issue. The results of this survey will be presented and discussed at the final conference to be held in Brussels on December 10, 2010.
The contributions to the policy recommendations and to the White paper are crucial for establishing new European and local policies that encourage partnerships between museums and their local authorities. With this in mind, the group has prepared two questionnaires.
The first questionnaire is intended for municipalities to understand how they perceive the role of museums in their territory. The second questionnaire, intended for museums and galleries, strives to better understand their relationship with municipalities.

This year’s EU Cultural Heritage/Europa Nostra awards were celebrated on 10 June in Istanbul, Turkey. The Awards celebrate outstanding initiatives, conservation projects, research, and education successes within Europe's cultural heritage sector. From 29 winners from 15 different countries, 6 were judged to be exemplary and were awarded a Grand Prize. Among these were: Le Collège des Bernardins, Paris (France); The Neues Museum, Berlin (Germany); The Roman Theatre, Cartagena (Spain); The Letters Project, Amsterdam (The Netherlands); Nils Vest, Copenhagen (Denmark); The Baerwaldbad - Conservation of a Public Bath House through Vocational Training, Berlin (Germany).

On Wednesday, 9th June 2010, NEMO took part in the plenary meeting of the Civil Society Platform on Access to Culture in Brussels, Belgium.
The event was organized in the context of the “structured dialogue” process between the European Union and the culture sector in the framework of the European Agenda for Culture. The aim of the “structured dialogue” process is to allow civil society to provide, through the platforms, effective input to the policy-making process and take an active part in the implementation of the European Agenda for Culture. The contributions made by the platforms will feed into the political reflection of the European Commission and the member States.
During its meeting the Access to Culture Platform put forward its recommendations for future developments of this dialogue between EU policymakers and European civil society and requested that stronger support from the European Commission should be offered and a renewed political commitment by governments should be stated to work in partnership with civil society actors.

During their executive meeting in Brussels on 1 and 2 June 2010 the NEMO board met with various EU representatives to discuss current issues and activities in the EU cultural policy and the opportunities for European museums to contribute to a shared European identity. Views on topics such as the mobility of museum collections and professionals, digitisation initiatives, and activities of museums in the learning field were exchanged. NEMO also expressed its interest in the Commission’s future activities in the cultural heritage field.

On 1 June 2010, NEMO was invited by the Education and Culture Committee of the European Parliament to give a presentation and exchange views with the committee members on topics relevant to the European museum community.

On 11 May the Education, Youth and Culture Council conclusions on the role of culture in local and regional development were adopted, highlighting the link between culture, creativity and innovation contributing to the social and economic progress and asking the local and regional authorities to further engage in culture.

At the European Museum of the Year Award Ceremony the Ozeaneum Museum in Stralsund, Germany, was announced as the winner of the European Museum of the Year Award for 2010.

The White Paper on Shaping Cultural Diversity contains recommendations for action from civil society for the implementation in and by Germany of the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions (2005).

The Micheletti Award was established in 1996 by the Foundation and Kenneth Hudson in 1996, for the recognition of excellence in the specific sector of European science and industry museums. Applications are welcomed from scientific, technical and industrial museums and science centres, both long-established and recently opened.
The Jury is looking especially for the creative use of industrial and scientific collections, combined with an innovative interpretative approach. The role of the museum in its locality is also important.

The Commission has launched an invitation to contribute to the public consultation on the GREEN PAPER "Unlocking the potential of cultural and creative industries".
The consultation is linked to a new Green Paper which highlights the need to improve access to finance, especially for small businesses, as key to enabling the sector to contribute to sustainable and inclusive growth.
The sector, which includes performing arts, visual arts, cultural heritage, media and music among others, contributes 2.6% to European GDP. The cultural and creative industries are also growing faster than most parts of the economy.
The public consultation will encourage stakeholders and others to consider questions like:
- How can we facilitate access to funding for small and micro enterprises whose only asset is their creativity?
- How can the EU help to secure the right mix of creative and managerial skills in these sectors?
- How can we foster more innovation and experimentation, including wider use of information and communication technologies?
The public consultation runs until 30 July 2010.

CERES, the online catalogue of the Digital network of Collections of
Spanish Museums has been launched by the Spanish Ministry of Culture.
About 100,000 cultural goods from collections of 61 Spanish museums are available on line.
The initiative is led by the Spanish Ministry of Culture in cooperation with other administrations.
In order to facilitate universal access to culture and to provide digital contents on-line to citizens, the Ministry offers a unified access to cultural goods of Spanish museums, regardless of their thematic scope or of the institution they are run by.
Around 100,000 records and 130,000 pictures are available in Ceres from museums with different scopes, public, national, regional and local museums, private museums, located in different areas of Spain.
Cer.es will be progressively updated with new museums and new catalogues of collections on line. We hope you enjoy it.

The European Museum Academy (EMA) is engaged in developing researches in the field of museum innovation, stimulating new ideas and experiences in order to improve the quality of museum services and of the museological discourse at the European level.
The academy intends to be a society of museum experts of different national and culturalbackgrounds united for the advancement of museological knowledge based on a curriculum of proved capacity in carrying out innovative museum projects.

Collectingnet Newsletter is a forum for new ideas, policies, and discourse about all aspects of collections. If you want to share new initiatives, test new ideas or publish new developments you are welcome to submit short accounts of your projects. Collectingnet is particularly interested in essays from outside Europe, or transglobal projects.
Essays should be viewed as short introductions to an interesting aspect of collecting and collections development rather than a detailed paper (approximately 1000 words), with accompanying images, if relevant. Write a simple Word document, with headline, no footnotes. Images should be sent separately, with captions and information of photograher/source.

Since 1 January 2010 it is Spain's turn to hold the EU presidency for the next 6 months. In the field of culture, Spain will put a focus on the topics ‘developing European cultural identity’, ‘reinforcing the role of cultural and creative industries in the framework of the EU 2020 strategy’ and ‘achieving the objectives of the European Cultural Agenda’.
Together with Hungary and Belgium, the Presidency trio has prepared a combined
draft action programme covering the period January 2010 to June 2011.
