Ragnar Siil is an international cultural policy and creative industries expert with more than 10 years of experience in government, non-profit sector as well as in business. He is a former Estonian Undersecretary for the Arts (2011 – 2013) and founder and managing partner at Creativity Lab – a cultural policy and creative economy think-tank and consultancy group. Since 2016 Ragnar Siil is Cultural and Creative Sectors Expert at the EU Eastern Partnership Culture and Creativity Programme.
His presentation for the NEMO Working Group Museums and Creative Industries will focus on his experience in bringing museums and creative industries together not least by means of creative hubs and quarters. Having been involved in preparing and implementing a legislative change from the former soviet style governance to a modern entrepreneurial one, Ragnar Siil will present the thriving Estonian museum scene and discuss the further challenges for museum modernisation in Europe.
