Council of the European Union presents draft EU budget for 2025

The Council of the European Union has expressed its position on the draft budgets presented earlier this summer by the European Commission.

The European Commission had proposed €352 million for the Creative Europe Programme, which would have been a 5.2% increase compared to last year. The Council of Europe’s draft budget for 2025 left the Creative Europe budget proposal largely unchanged with a minor reduction of €123 thousand allocated for support expenditure.

Other programmes are facing more substantial cuts. A reduction of €294.83 million is proposed for Erasmus+, while the Citizens, Equality, Rights, and Values (CERV) programme might see a loss of €33.69 million.

Horizon Europe is facing a proposed cut of €400 million, including a €10 million reduction for Cluster 2: Culture, Creativity, and Inclusive Society. This would decrease the initial commitment appropriations from €303.33 million to €293.03 million.

The agreement was reached by the ambassadors of the EU member states, with the Council expected to formally adopt its position through a written procedure concluding on 13 September 12024. The budget will then be negotiated with the European Parliament.
