Culture Action Europe has contributed to their own ongoing report on Structural and Financial Barriers to Access to Culture. The report discusses the barriers standing between citizens and the human right of cultural participation (Article 27 of the UN Universal Declaration of Human Rights). CAE has studied the current rate of participate in cultural activities and identified the main barriers hindering maximized participation.
