The cultural sector has been hit hard by the pandemic and is in dire need for support. The report follows up on two calls that NEMO co-signed together with 100+ cultural networks and organisations to earmark 2% for culture: in October 2020 and April 2021. The call was also backed by the European Parliament.
The NRRPs are part of the stimulus package Next Generation EU that was adopted in response to the pandemic with the aim of boosting the recovery of the European Union Member States. The core component of this envelope, called Recovery and Resilience Facility (RRF), is allocated to EU Member States between 2021 and 2026 to better cope with the pandemic fallout and make European economies and societies more sustainable, resilient and better equipped for the green and digital transitions.
Culture Action Europe’s report shows that 2%, around 12 billion euros, of the NRRPs is dedicated to culture on an aggregate basis. The 2% EU level figure is boosted by countries such as France, the Czech Republic and Italy. 14 countries out of 26 - 53% of the total - have included culture in their NRRPs. Most of the Member States either do not foresee any specific line for culture or do lag behind such value, standing at around 1% - well under the 2% earmarking.
Culture Action Europe concludes that the calls by Europe’s cultural and creative sectors have not been heard and reiterate a call for clearer and a more determined commitment for culture in Europe.
