The objective of the proposed Recommendation is tobimprove the development of key competences for all people throughout life and to promote measures needed to achieve this objective. It encourages Member States to better prepare people for changing labour markets and active citizenship in more diverse, mobile, digital and global societies, and to develop learning at all stages of life. The proposal refers explicitly to the potential of education and culture as a driver for jobs, social fairness, active citizenship and European identity in all its diversity.
