The European Commission has opened a call for evidence to gather information for the development of a new European strategy on AI for the Cultural and Creative Sectors (CCS). NEMO has contributed with its input and encourages members and museums in the European Union to also participate in the consultation and help shape a European AI strategy that is beneficial to museums.

The initiative aims to ensure that AI complements rather than replaces human creativity, while supporting broader access to culture and knowledge. The future strategy will seek to strengthen a fair, sustainable, innovative and competitive European creative economy, while safeguarding Europe's rich cultural and linguistic diversity.

The Commission is inviting contributions from anyone, including artists, creators, cultural professionals, rights holders, professional associations, AI providers and developers, researchers, public authorities, and members of the public interested in the future of culture and creativity in the age of AI.

NEMO contributed with an input highlighting that museums must be recognised as central partners in shaping Europe’s approach to AI. Museums safeguard vast collections of trusted, well-documented cultural data and can help ensure that AI supports the public interest, cultural diversity and reliable access to knowledge. NEMO calls for investment in museums’ digital infrastructure, skills, leadership and cybersecurity; transparent and responsible use of museum collections by AI developers; fair contributions from commercial users making intensive use of public cultural data; and safeguards for human expertise, public access, sensitive knowledge, linguistic diversity and environmental sustainability.

  • Deadline for submitting feedback: 11 September 2026

The strategy will set out a long-term vision for supporting the Cultural and Creative Sectors as they adapt to the opportunities and challenges presented by AI technologies. It forms part of the 20 flagship actions announced in the Culture Compass for Europe, building on the Apply AI Strategy and aligning with the principles of the Joint Declaration Europe for Culture – Culture for Europe. The initiative also complements the European Commission's ongoing work on copyright and intellectual property issues related to AI.
