The State of Culture initiative is a policy research project examining how culture’s role and value are understood in European and national policies. Through its biennial reports, it provides insights into the key challenges, opportunities and priorities shaping the cultural and creative sectors.
The ongoing survey forms the basis for the upcoming State of Culture Report 2026, to be published later this year. It seeks input from professionals across the sector, including museum professionals, cultural managers, curators, artists and directors, working in a wide range of fields such as heritage, visual arts, performing arts, design and more.

The survey takes approximately 20 minutes to complete, and responses are anonymous. Contributions from professionals based in the EU and candidate countries are particularly encouraged, while international perspectives are also welcomed.
Why participate?
The survey helps inform a Europe wide reflection on how culture is perceived, valued and supported. Previous findings (2024) highlighted key issues such as:
- A gap between policymakers’ perception of culture and that of the sector
- Increasing pressure on artistic freedom
- Challenges in working conditions for cultural professionals
- The need for stronger recognition of culture as a driver of democracy and resilience
