Next EU budget: €8.6 billion proposed for culture and democracy

On 16 July 2025, the European Commission presented its proposal for the Multiannual Financial Framework (MFF) 2028-2030. Culture is proposed to be financed through the new AgoraEU programme with €8.6 billion. NEMO welcomes this doubling of the EU’s culture budget.

In the long-term budget proposal, AgoraEU will support culture, media and civil society and will build on the success of Creative Europe and the Citizens, Equality, Rights and Values (CERV) programme. The proposed structure includes three strands:

  • Creative Europe – Culture strand: €1.8 billion
  • MEDIA+ strand: €3.2 billion
  • Democracy, Citizens, Equality, Rights and Values strand (formerly CERV): €3.6 billion

Currently, the combined budget for Creative Europe is €2.44 billion and CERV receives €1.5 billion, which means that the proposed budget for the next MFF is doubled. 

Together, the new strands would represent around 0.25% of the total MFF, which is proposed at €1984.6 billion, approximately 1.26% of the EU’s Gross National Income (GNI). This compares with the current MFF of €1211 billion (1.13% of GNI).

This is the Commission’s initial proposal, marking the start of formal negotiations with the European Parliament and the Council of the European Union. The final MFF must be unanimously adopted by all 27 member states, with the European Parliament’s consent.
