The Action Plan will not contain legal measures but it will aim to provide a clear, comprehensive and effective framework to the EU contribution to the fight against trafficking of cultural goods in the years 2022-2025. It will examine necessary actions to address trafficking of cultural goods in the internal market context. The considered actions include (but are not limited to):
- Enhancing transparency of the art and antiquities trade within the EU.
- Raising awareness on the threat posed by trafficking in cultural goods at global, EU, national and local levels among journalists, the youth, cultural heritage professionals, decision makers and collectors.
- Building capacity amongst cultural heritage experts.
