Study shows that human factor is at the heart of IP management in European museums

The study ‘Human factor in European museums’ intellectual property management through sociocultural, legal, political and economic determinants’ explores what shapes how museums across Europe approach intellectual property (IP). While legislation and institutional frameworks provide the backdrop, the study reveals that one factor is decisive: people.

Drawing on interviews with 20 museums and umbrella organisations across Europe, the research highlights how staff mindsets, organisational culture, and internal capabilities influence whether institutions take an open, cautious, or risk-taking approach to IP management.

Key findings include:

  • IP policies are not only legal instruments - they are strategic and people-driven.
  • Museums must balance ethical responsibilities with legal and financial pressures.
  • Institutional openness often depends on staff knowledge, training, and leadership attitudes.
  • Clearer, more supportive legal frameworks are needed to empower digital cultural access.
