Declaration on the protection of archives, libraries, museums and heritage places during armed conflicts and political instability

In connection to the 70th anniversary of the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, ICOM, ICA, ICOMOS and IFLA published a declaration expressing deep concern as conflicts and political instability increasingly devastate cultural heritage.

On 30 May 2024, the International Council on Archives (ICA), International Council of Museums (ICOM), International Council on Monuments and Sites (ICOMOS), and International Federation of Library Associations and Institutions (IFLA) published a declaration on the protection of heritage places during armed conflicts and political instability. The declaration also highlights the important role heritage places play in protecting and promoting tangible and intangible cultural heritage and in bringing communities together. Culture is an essential element for recovery and for promoting peace.

The organisations behind the declaration abhor the huge loss of life and reaffirm the priority of protecting all people. They condemn the destruction of cultural sites and urge all parties to safeguard libraries, museums, archives, and heritage sites, emphasising their critical role in preserving history, fostering community, and supporting recovery. They highlight the importance of international cooperation, and the pivotal roles cultural institutions play in promoting peace and democracy.
