The statement follows developments related to the country's cultural policy framework. In October 2025, the Czech Government approved the State Cultural Policy 2026-2030+, which had been developed through a participatory process involving representatives of the cultural sector. An implementation plan was expected by the end of June 2026. However, according to the signatories, the Ministry of Culture subsequently presented a new policy document for the same period without prior consultation with the sector and without clarifying its relationship to the previously approved strategy.
Kulturní a kreativní federace also point to broader concerns regarding independence of culture, public funding, the future of public service media and the stability of cultural institutions.
In response, the coalition is collecting signatures from Czech cultural professionals for the call and encourages international awareness and dialogue around the importance of transparency, participation and accountability in cultural policymaking.
Part of a wider European conversation
The developments highlighted by the Czech cultural sector reflect wider discussions taking place across Europe about the frameworks and conditions that enable cultural institutions to operate effectively, sustainably and in the public interest.
When consultation processes, expert input and transparent decision-making are weakened, this can affect the ability of museums and other cultural institutions to fulfil their educational, cultural and social roles. The concerns expressed by Kulturní a kreativní federace about the future independence of cultural work connects with NEMO's efforts to strengthen the independence of museums and safeguard the conditions that enable them to serve society responsibly and in the public interest.
In 2025, NEMO published the Barometer on political influence in European museums, which highlighted how political and societal pressures can affect museum operations and professional autonomy across Europe. NEMO also maintains a dedicated resource hub on independent museums, bringing together tools, statements, ethical frameworks and examples that support museums in navigating challenging political and societal contexts.
The discussion in the Czech Republic serves as a reminder of the importance of dialogue between policymakers and the cultural sector, and of maintaining the conditions that allow cultural institutions to contribute independently and effectively to society.
