Irish Presidency to steer the adoption of the EU Work Plan for Culture 2027–2030

From 1 July to 31 December 2026, Ireland will take over the Presidency of the Council of the European Union from Cyprus. A central task of the Irish Presidency will be to steer the adoption of the next EU Work Plan for Culture 2027–2030, which sets the framework for cooperation on cultural policy among EU Member States.

The EU Work Plan for Culture plays a key role in coordinating priorities, tools and working methods across Member States. According to information shared by Culture Action Europe, the Irish Presidency intends to begin this work early, aiming to circulate a first draft of the new Work Plan as early as July 2026.

Ireland is expected to place particular emphasis on aligning the Work Plan closely with the Culture Compass, while also introducing more ambitious and innovative actions beyond established formats such as OMC working groups, Council conclusions and conferences. Another goal is to address cultural policy topics that are not yet fully covered by the Culture Compass.

In parallel, the Irish Presidency will prioritise two flagship EU cultural initiatives: the European Capitals of Culture and the European Heritage Label. Strengthening both initiatives beyond 2033 is a core action within the Culture Compass. A European Commission Communication on this topic is planned for the second quarter of 2026, followed by a Council response on its position during Ireland’s Presidency.
